 Not done: we need reliable sources to prove it's notable. While Epic Rap Battles of History itself is notable enough for a Wikipedia article, I'm pretty sure the ERB between Rasputin and Stalin isn't major enough for inclusion on either of the parodied subjects' pages. Add to the "In popular Culture" section: Rasputin (1996), an HBO biographical drama starring Alan Rickman as Grigori Rasputin, Ian McKellen as Tsar Nicholas II, and Greta Scacchi as Tsarina Alexandra.
