Al Hirt for Cotton Candy

The nominees were not

Billy Strayhorn for A Spoonful of Sugar (Duke Ellington)
Richard Hayman for I Want to Hold Your Hand (Arthur Fielder & the Boston Pops)
Anita Kerr for Sugar Lips (Al Hirt)
Bob Florence for The Song Is You
Hugo Montenegro for Theme from The Long Ships

The winner was Henry Mancini for The Pink Panther Theme Lyrics.

The winner was not Mason Williams for "Classical Gas", which was not released until April 1968. See https://en.wikipedia.org/wiki/Classical_Gas .
