There is no reliable evidence that "Ann" was Ann Cole. Although some unreliable sources give the singer's name as Ann Cole, there is no evidence that that is the same person as the New York-based singer. Joe Joseph, on the other hand, could perhaps have been Cousin Joe (Pleasant Joseph), who was based in New Orleans, where "Gee Baby" was recorded.
