Disagree. Let's get the old comments migrated over as fast as possible because assessing will be made harder if the new comments have to be merged in with old. I've went round and asked for help from a few stalwarts. Here's what I said:
Department still reopens despite that I think. The instructions are in place, template works, casual users can start assessing. Of course we want dedicated Project members to concentrate on migration but basically this page is now uptodate. So let me rephrase:
Instructions are updated (but might need tweeking). New system is in place. Department is open. First task for Project members - migrating old comments.
