Edgar Hoover, Director of the Federal Bureau of Investigation, and William Kinsey Hutchinson, International News Service (the predecessor of the UPI) Editor-in-Chief, who were discussing ways to promote capture of the FBI's "toughest guys." Each of the seven Councilors heads a department of the Swiss federal administration. The members of the Federal Council are elected for a term of four years by both chambers of the federal parliament sitting together as the Federal Assembly.
