- Because I don't believe its sufficient to label someone as the immediately preceding Secretary on the infobox given they served for just a few hours. For example, Hillary Clinton's article has her being preceded by Condoleezza Rice, not by William Burns. If the Acting Secretary had been in place for a matter of weeks/months then yes, but not hours.
