Yes, it would appear that I deleted the article Bruce Chubb - 9 years ago!
If you can create an article which is neutral, backed up by reliable sources, and which demonstrates sufficient 'notability' then go ahead.
I have no personal interest in the matter nor am I particularly active on Wikipedia these days. Of course I can't guarantee that other users or administrators would not seek deletion, but that won't happen if you are able to follow the above guidelines and can prove the subject is notable. Given your assertions in your email that should be no probem at all.
