On the page http://en.wikipedia.org/wiki/Wikipedia:Notability_%28music%29 Wikipedia says, that - in a nutshell - notability means the following:

A musician or ensemble is notable if it has had some sort of recognition by professional organizations, such as music charts.
Notability is met if the musician has been the subject of a broadcast by a media network.

I believe the band Palm Springs is notable in the Wikipedia sense of the word for the following reasons:

So far all of their releases have been covered in articles / reviews in the German Rolling Stone magazine (it says on the site that the online archive isn't complete yet and the search function may be a bit buggy at the moment, so not every review is found atm): http://www.rollingstone.de/archiv/index2.php?action=search&valid=true&id=1&search_select=index&search.string=Palm+Springs&search_dest=index&search.submit=Suchen however the following entries are found:

issue of October 2007 on p. 105 there's a review of "I Start Fires" (resulting in 4.5 of 5 stars)
issue of June 2007 they had "Softly to Fallen" put onto the cd New Noises (#83)
issue of July 2006 on p. 121 was a review of "Softly to Fallen" (resulting in 4.5 of 5 stars)

Various Palm Springs Singles have been played on a show called "Roots" on (the public radio) Radioeins in Germany. (searchable playlists: http://www.radioeins.de/programm/sendungen/roots/playlists/index.search.true.htx lists the following airings:
