I think you answered your own question. He may be a D. but that alone doesn't warrent his own page. His Luffy's GFather, so what? If a character is summed up in two or three paragraphs they don't deserve a page.

All you need to know is: Name, role in story (not storyline itself), if any of the other cast are related. Everything else is not needed on Wikipedia.
