I've asked the blocking admin to comment. Sometimes, IP ranges are blocked due to services that are effectively like open proxies. I'm not familiar with this one in particular. Sit tight and we'll get this figured out soon. Mangojuicetalk 20:45, 26 March 2009 (UTC)[reply]
I think this block was a mistake. Generally I won't block any range like this for more than a year, but this was accidentally set to indefinite. By way of explanation, hosting services like these can be utilized as proxies, but the blocking is very imprecise, since different blocks are often leased by smaller ISPs or used for workplaces without being apparent to outside observers. As a result of their potential for abuse, though, and their much lower traffic than traditional ISPS, they are far more likely to get blocks, and often receive range blocks when they are being populated by a persistent banned user.
