Ihearthonduras, Thanks to your answer. As what you say, Aritcles about highly notable subject, such as Guan Xiaotong(Which is just a Start-class article) I said before, are possible to reach FA/GA class when editors put enough time, passion and skill in it What's more, this Baidu Encyclopedia's entry is a featured article. This can also show the high notability of Guan since Baidu Encyclopedia has a requirement for the notability of the subject of featured biographies. But many other articles such as Xu Geyang and Survivalcraft are highly unlikely or even impossible to reach FA/GA class due to the low notability of the subject.
