Aha. Then, your original spelling comes from (slightly broken) Estonian transliteration, which explains why Google couldn't help. The non-broken version would be 'Kutšerla', but Eesti Ekspress has gotten a lot of people to replace 'š' with 'sh' in Estonian. If you're interested in finding other non-print-media people discussing the place, you might also consider 'Kutserla' as an alternative spelling.

Anyway, the page is from a traveller's diary. It describes more of the travellers' experience than the geography of the valley, so it isn't probably very useful for Wikipedia as a source. Furthermore, it's written in a very briefish, harsh form of Estonian (telegramese might be an accurate word) that makes it hard to translate properly.
