There was a need for capacitors with lower equivalent series resistance (ESR) and lower? equivalent series inductivity L (ESL) for bypass and decoupling capacitors used in power supply lines[clarification needed].[3]

In the "ref" 3 (Mosley from Intel) readers can find the explanation for lower ESL, it makes frequency response of capacitors faster. Later on in the articel readers can find a paragraph about "face down construction" with which Ta e-caps realize lower ESL.
