Hi, the problem with the STAR-APIC as you created it was it did not assert the Notability of the company. All information in Wikipedia needs to be verifiable from independent, published sources. Since you did not include any such sources in your article, it was impossible for a reader (such as myself) to tell if STAR-APIC was notable or not.
It should be relatively easy for you to find such sources for STAR-APIC. I assume there are newspaper articles describing the company as "Europe's largest GIS software manufacturer" you should include citations to those. This will easily show that the company is notable and allow the article to be created. If you need help properly formatting the article, let me know and I can help.
