Before I answer your question, I just wanted to say that it isn't done to redirect your user talk page, where all sorts of automated and other messages may end up being left, to the talk page of an article. It would cause no end of confusion.

So far as File:Blacksmith bar World's Funniest Island 2009.jpg is concerned, what we would ideally need is for the owner of the pic to send an email to "OTRS", the volunteers who deal with the world at large. The process is explained at Wikipedia:Requesting copyright permission. As it explains "with permission" or "OK for Wikipedia" is not enough, what we want is a release under a free license or into the public domain.
