Overdue reply[edit]

Hi Berchemboy. On my talk page you had asked why I changed 'legislative' to 'administrative', and you stated, The districts vote on local sports, culture, urbanisation and other issues. It is a "legislative" body, not "administrative". I may have forgotten to answer that, sorry for not responding earlier. Legislation means law-making by parliament, in Belgium requiring the King's signature. At best, an Antverpian district council may make a politiereglement, a set of local rules, or reglementations; but not laws. The law at higher level, mainly the Gemeentewet, or nowadays the Gemeentedecreet allows municipalities to set out and by police enforce these rules for a limited number of topics; from the proper time to put out the garbage, to (some) local building reglementations, or forbidding to swim at a particular place in a river; and a judge (I assume normally a politierechter) may convict one to a fine for breaking rules. But the council does remain what I assume should in English be called an administrative body; it is definitely not a legislative body. Compare also the concept of administrative subdivisions. In Dutch-language, we say that a schepene belongs to the uitvoerende macht though a parliament to the wetgevende macht, I rather assume this may also be the case for regional parliaments though their 'laws' are named 'decrees'; logically this should then also apply to a city council. Speedy deletion nomination of File:VDR 1.JPG[edit]

A tag has been placed on File:VDR 1.JPG requesting that it be speedily deleted from Wikipedia. This has been done under section F1 of the criteria for speedy deletion, because the image is an unused redundant copy (all pixels the same or scaled down) of an image in the same file format, which is on Wikipedia (not on Commons), and all inward links have been updated.
