Peru at the Pan American Games[edit]

Request reason:

Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 181.55.20.8. Place any further information here. My PC is NOT part of a P2P proxy service. I went to Control panel (I use Windows OS), looked for Internet Options, then the Connections tab and the LAN settings button. The "Use a proxy server for your LAN" checkbox is unmarked. I changed my ISP recently (maybe is that). This is a home connection, not related to bussiness or anything. I did edits from this PC in December last year, but through my former ISP. I only see the block notification and the decline to lift said block, but not an explanation about why is this IP listed as that. If Wikipedia can determine which IP's coud be part of unaccepted networks, it surely can say why a certain IP is listed as that. It would be really helpful to know it, so I can find a solution.

Decline reason:

You might want to let your ISP know about this; they could have made some mistake in configuring their servers (I've noticed that ISPs that offer a lot of free WiFi in public places or on transportation tend to have this problem; I think that might be because of how you have to configure the servers for that). Anyway, I can offer you a path to a solution.

I will say first off that this decline is procedural. Since your account is not directly blocked, you can edit from another IP. The best option for you is to go to WP:IPECPROXY and follow those directions to request IP block exemption by mail.
