If you created this media entirely yourself but have previously published it elsewhere (especially online), please either

• make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or
• Send an email from an address associated with the original publication to permissions-enwikimedia.org, stating your ownership of the material and your intention to publish it under a free license. You can find a sample permission letter here. If you take this step, add {{OTRS pending}} to the file description page to prevent premature deletion.

In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use. Suggestions on how to do so can be found here.

Please go to the image description page and edit it to include a fair use rationale. Vaibhavi Merchant

I've had to remove the image File:Snehapoorvam Anna.jpg, as it is a non-free image, and there was no specific rationale for including it in Vaibhavi Merchant. I'd like to include a photo of the actress, but unfortunately the policy on including non-free images of living people doesn't leave us with much room to move: if the person is alive, it is assumed that we would be able to get a free photo. - Bilby (talk) 11:05, 28 June 2011 (UTC)

It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
