Access to the OAI-Repository

Hi, Aklakan. For the last couple years we've been scaling down access to the OAI while shifting people over to using the API. It makes more sense for us on our tech ops side to move in this directions and it's more applicable to the vast majority of our user data requests. We obviously need to do more dev work on the API but that's already in the pipeline. Therefore, OAI is on it's way out and the API should be providing more people with their data needs.
