I'm assuming you're not the user in question, so sorry for the trouble the other user caused. We don't block users in a preemptive measure. We only block if there is obvious disruption at that moment that clearly is damaging Wikipedia, and more damage would occur if allowed to continue. Dormant IPs like this one who are not vandalizing Wikipedia right now usually aren't blocked until the vandalism actually occurs (See the blocking policy for more info).
Also, to help you with pinging: Next time, when you ping someone, simply link to their userpage. You can do this by typing a standard wikilink like [[User:(user in question)|]] or use a template, like {{u|(user in question)}}.
