Wally was stated to be the fastest man alive in Rebirth – just like Barry was stated to be the fastest man alive, multiple times, even now in Rebirth. It's meant to be left ambiguous, exactly because DC has nothing to gain by saying "this Flash is definitely faster than that Flash", it would only undermine the other one and hurt themselves. That's what Booth ultimately said and you chose to ignore. Wally's Post-Crisis comments about having surpassed his mentor can't be used as the universal truth, both because it's a previous continuity (so, if you use them, you have to stress that) and because Barry was dead and DC needed to validate Wally as his successor – no longer the case, since they both co-exist as Flash now, hence why they're leaving it ambiguous. And, finally, the color of the lightning means nothing. Booth is the only one who claims it does – and even he originally didn't. The comics never did. It's not canon.
