How can you block someone without understanding the concern?

I think I understand the concern. You don't agree with the map of India that was used in the article. You removed the map and tried to intimidate other editors by claiming they could go to jail and pay huge fines. From my research there is a proposed law in India that someone could be prosecuted under if it passes. Whether it is a law or not is not important though. We do not allow one editor to intimidate other editors with threats of legal action. If you want to work within the Wikipedia community you will need to understand that.
