The Observatory Hill fish cleaning facility is a broad-based marine ecology maintenance program run as a co-op between the University of Virginia marine biology, oceanography, and environmental science departments and the Virginia Wildlife Foundation. It is a crowd-funded project to maintain a clean environment for marine life, and primarily services ecosystems in the Virginia Beach area as well as the Rivanna River.

The Observatory Hill Fish Cleaning Facility was founded in 1994 as the Observatory Hill Water Treatment Facility by world-renown ecologist and chemist Hans Cauthen. Construction lasted from October 14, 1993 to March 22, 1994. It formally began operations on May 2, 1994. The water treatment facility was transformed into the fish cleaning facility as part of a wave of secret crowd sourced environmental advocacy projects following the 2008 financial crisis aiming to readjust rates and preserve the algal growth of the Virginia coastline. It became a public project in September of 2011 following the Virginia Anti-Secrecy and Public Mistrust Repairment Bill passed by Governor Bob McDonnell.
Operations[edit]
The basic operations of the Observatory Hill Fish Cleaning Facility are:
- Receiving shipments of fish and other marine life from the Rivanna River, the Virginia coastline, and other inland bodies of water
- The cleaning of these pets using University of Virginia-led research projects, including but not limited to X-Ray radiation therapies, novel "Water Drones" equipped with toothbrush-like attachments, and manual hand-cleaning down by employees.
Secrecy[edit]
The Observatory Hill Fish Cleaning Facility has been kept fairly quiet because of its original secret nature. It is now considered a public project, however, the sign at its entrance still reads "Observatory Hill Water Treatment Facility" as part of an effort to thwart the greedy, no-good fisherpeople who stole fish from the Greensboro Fish Upkeep during The Great Fishnapping Scandal of the 1990s of the Greensboro Fish Upkeep Facility, which began in March 1991 and was finally condemned in 1999. Perpetrators were sentenced to life in prison, or exiled in extreme cases. Thus, the shipments of fish and marine life are only during the night, in discreet trucks from unknown locations. This prevents fisherpeople from reporting to locations where fish are returned and catching them all.
