I am not a sysop so I cannot block him. But, even if I were, I wouldn't block him at this point, as he is not causing disruption now. Blocking is not a punishment; it is used to protect Wikipedia from active disruption. FYI - If a user hasn't received any warnings in 7 months, its probably best not to go straight for a final warning when they do something wrong.
