The Chilling Effects Award, thus far awarded annually since 2011, is issued to mark the actions of Wikipedians in either;

  • dealing robustly and effectively with those who seek to use legal or other threats in order to inhibit free speech and open content development on Wikipedia;

or,

  • steadfastly refusing to be intimidated from expressing their opinions on Wikipedia by legal or other threats;

or,

  • both!

The name of the award (which has been altered slightly over the years) is derived from the use of the phrase "chilling effect" in legal contexts, where it means "the inhibition or discouragement of the legitimate exercise of a constitutional right by the threat of legal sanction". (The right most often referred to is free speech.) The award is therefore sometimes linked with enforcement of the policy Wikipedia:No legal threats.
