Geography and Basic info on San Clemente Island[edit]

San Clemente Island or SCI is the southernmost of the Channel Islands of California. It is owned and operated by the United States Navy, and is a part of Los Angeles County. Defined by the United States Census Bureau as Block Group 2 of Census Tract 5991 of Los Angeles County, California, it is 21 nautical miles (39 km) long and contains 147.13 km² (56.81 mi²) of land. The island is officially uninhabited as of 2000 U.S. Census .[1]

In comparison to other cities, it is about 12 km² smaller then Washington, D.C. (159.0 km²), and about 2.5X the size of Manhatten (59.5 km²), so size should not be seen as an issue, the city would be set up similar to any urban zone.

Independence[edit]

Since San Clemente Island lies under control of the United States, and administrated by Los Angeles County, California, it is assumed that U.S. will not simply grant Metropolis it's soverenity. It is emparitive to make it in their best interest through economic and sanctive potential.

Economics[edit]

In convincing the United States to give up this uninhabited island, it must be stressed that it will bring great economic potential. In theory, it would be like drop an entirely new large city into the U.S. economy. The U.S will benifit from this new large city by Metropolis paying a tax at a similar rate that any other U.S. State would with the same population. Trade would be etirelly open and have no restrictions on imports or terrifs.

Sanctuary for the unrepresented and persicuted[edit]

Similar to how the U.S. created the nation of Isreal, after World War 2, as a sanctuary for the Jewish People, this nation will be a sanctuary for the people who believe their nation does not properly represent them. The nations government and law will have a very high standard of a "lase faire" and "If it is not harming others, than there is no reason to criminalize" system of laws.

Government and politics[edit]

Metropolis will be formualted as a constitutional republic, similar to the United States. It will have a strong emphasis on a "lase faire" and "If it is not harming others, than it their is no reason to criminalize" system of laws.

3 Branches of Government[edit]

Similar to how the U.S. has a three teer system of governing, Metropolis will follow in the same mannor. Metropolis will not burden itself with the problem the U.S. currently faces "in which majority rule is tempered by minority rights protected by law", because it will uphold a very strict policy of equality with no exceptions that the U.S. has allowed to acure.[2]

The nation of metropolis would be divided into administrative districts that will elects it representing members it to congress and their own governer of administration. Do to the nations small size, Metropolis would be a Federation that has the majority of power held by the central government, unlike the U.S. where the federal government and states do not over power each other, whicch has lead to conflicting laws. The administrative districts are primaraly only in place for regional representation in congress and the governer of administation is primarly their for over seeing of district operations only.

Foreign relations[edit]

highly in-sync Foreign relations with the United States is imparitive for Metropolis to opperate. The nations will need to have an etirelly open border with the U.S.and in which the U.S. currently does not share with it bordering nations Canada and Mexico. In hopes for a completely open border, Metropolis will have to comply with U.S. foreign relation, border, and imigration policy.

Economy[edit]

Due to San Clemente Island's small size, about 2.5XManhattan, the economy would be primaraly servise based. Metropolis will seek to make it a desirable location for high technology bussiness, especailly in the fields of biotechnology, telecommunication, and computing which by example are some of San Diego's largest fields, San Diego being ranked the best biotech cluster in the United States.[3]

Due to San Clemente islands small size, a very rich transit system must be implemented. It would have a mixture of Rapid Transit, Light rail, and possible "suspended trolleys" to go along with the multi-level city concept.

Metropolis will seek to be a efluent city. Putting great emphasis on public eduction for its citizens. And part of the the public education system, a second language will be mandatory for all children in primary education. Unlike the in United States, where a child may drop out, age and senario depending on state laws, a child must stay in the public education system until the have reached adulthood or have completed high school. Post high school education will seek to be an antractive path, being affordable so everyone has the ability to attend.

Colleges[edit]

Metropolis will seek to be incorporated in the California college system to allow it citezens interlapability with jobs in the United States.
