The Single Registry for Social Programs or CadÚnico is an instrument for collecting objective data and information that identifies all low-income households in the country for inclusion in social assistance and income redistribution programs. It was created during the government of Fernando Henrique Cardoso on October 24, 2001 by Decree 9364 of the Presidency of the Republic. CadUnico was implemented by the State Secretariat of Social Assistance, under the management of Wanda Engel and served as the basis for the process of unification of conditional cash transfer programs and as a reference for most programs to combat poverty, elaborated from your creation.

It was subsequently disciplined by Decree 6,135, of June 26, 2007 and regulated by Decree 376 of October 16, 2008. It consists of a database, and electronic instruments, procedures and systems. Its information base can be used by municipal, state and federal governments in order to provide the socioeconomic diagnosis of registered families.

The registration of families is carried out by the municipalities and the registrations are processed by the Single Registry Operator Agent - Caixa Econômica Federal - which is responsible for assigning a unique, personal and non-transferable social identification number (NIS) to each person in the registered family.

The main information recorded is: characteristics of the household (number of rooms, type of construction, water, sewage and garbage treatment), family composition (number of members, existence of pregnant women, the elderly, breastfeeding mothers, physically disabled); the identification and civil documentation of each family member; the educational qualification of family members and the professional qualification and situation in the labor market, income and family expenses (rent, transportation, food and others).
