WP:VIP is for reports on registered users in the following circumstances:

Multiple sockpuppets
Complex vandalism requiring in-depth investigation
Accounts used only for vandalism that have made no edits within 72 hours

None of those conditions pertains here. also your use of the term "vandalism" to describe speedy deletion by an administrator of a template tagged by another, and verified as unsuitable for Wikipedia, is somewhat wide of the mark. --Tony Sidaway 20:17, 10 February 2006 (UTC)[reply]
