City vs. town[edit]

Why is Big Sandy listed as a town, yet East Mountain as a city, when Big Sandy has twice the population? Is it based on some legal designation, the official name, or what? Lawikitejana (talk) 12:14, 28 June 2010 (UTC)[reply]
