Very belated followup, hopefully to help any editors who come across this discussion in the future. The reasoning presented by Spearhead was not sufficient to establish notability. Notability cannot be determined by an album count and a tour; Notability is typically established by the criteria at Wikipedia:Notability (music), and in particular its WP:BAND section. By today's standards in WP:BAND, Shining barely squeaks by. Their notability by our standards was helped by their 7th album Född förlorare in 2011 when it charted in Finland. I'm not going to look into what the band notability standards were back in 2007 to see if the may have qualified then but there's a very good chance that Shining did not qualify at the time even with "4 albums and a tour" and you two both came to an erroneous conclusion.
