小D - Xiao D - Would be "Little D", I think (dog character)
龜太郎 - Guitailang -> Kametarō (turtle character)
大強 and Peter仔 - Da Qiang and Peter Zai (thief characters?)
紅狐博士 - Honghu Boshi (red fox character)
K國水警 - K-Guo Shuijing (Yellow guy with bullhorn) - Water police
