asserted to be copyvio of "url=http://www.navsource.org/archives/10/04/04100.htm (fully copyrighted) and http://www.history.navy.mil/danfs/r6/ringness.htm (possible PD)"

The second source is unquestionably PD , and says so. Essentially all the material in the article seems to be copied either from there or from other official sources. I strongly suspect the matrial in the first source has been also,and therefore does not affect the copyright status of the material--but if necessary, that part canbe removed. It is therefore according to WP:CSD not an candidate for speedy deletion. DGG (talk) 21:25, 23 July 2008 (UTC)[reply]
