It's not illegal to fly a kite in a public place anymore[edit]

The Deregulation Act 2015 amended this act making it legal to do a lot of the "silly things" like fly a kite or beat a carpet ^[1]. Should the article change to mention this, or at least change the bit about these things to past tense?
