Depends on WP:SCHOLAR guidelines.
In my opinion, he fulfils criterion 1 & 4.
For criterion 1, he is one of the most cited scholars in the European Court of Justice (source: website :( - need to find something more appropriate).
For criterion 4, he is editor and author or co-author of at least 2 recognized books :

  • The General Principles of EU Law ISBN 9780199534715
  • Introduction to EU Law ISBN 9780198764731 (cited in multiples EU law books like Administrative Law and Policy of the European Union ISBN 978-0199286485 )
