WP:NACADEMIC Criteria 1 is satisfied by the subject.

Evidence:

0. His work has been highly cited: See his citation reports in Web of Science and Scopus. Please note that, quantum foundations is not a huge theoretical physics research field. His citation numbers are rather high in this field.

1. There are two existing Wikipedia pages discussing Robert Spekkens's work: Spekkens toy model and quantum contextuality

2. His work is considered seminal in the field of quantum foundations. For example, this article mentions his work on the Spekkens toy model and says that "In 2007, however, Robert Spekkens from the Perimeter Institute published a seminal work showing that ..."

3. His work is also discussed on many other Wikipedia pages, e.g., Bell's theorem, Quantum foundations, PBR theorem, Quantum Bayesianism, Superselection, Fungible information and so on.
