Fair use rationale for Image:GrbRep.jpg[edit]

Image:GrbRep.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Republic of Montenegro (1992–2006) → Republic of Montenegro – Relisted. Vegaswikian (talk) 19:24, 26 May 2011 (UTC) The constitutional name of present state is Montenegro (2006-on), while Republic of Montenegro is referred to the name of former federal unit of Yugoslavia.   • Oppose "Republic of Montenegro" should redirect to Montenegro, since Montenegro is a republic, and the most likely thing someone is searching for is the current entity. Flag[edit]

Is this flag correct? My understanding is that the Eagle flag with red background was adopted after Montenegro's independence. In fact, here is an image of an alleged flag of Montenegro at the time, as per in this article. --Pinnecco (talk) 17:32, 25 August 2013 (UTC)[reply]
