This title has issues.

It is not a repeal, it is an "disapproval" and cancelling of a pending regulation (that had never taken effect, and was just issued)
It is not overriding all of the implementation, merely one regulation, and one issued in 2016, not 2007 (although part of this is the fault of the SSA which gave the regulation this crappy name)
Its really lacks conciceness

A few ideas (none of which are perfect imo)
