Reason for the island being unpopulated[edit]

A TV programme on BBC Two[1] recently, talked about Pabbay, and talked to someone who was from the area, and whose family came from Pabbay. This man told a story about how the islanders made whiskey, and to avoid detection from government excise officials, the boatman carrying these officials would use a yellow sail to warn the islanders. They were caught out when they had a different boatman who didn't use the yellow sail. Is this correct as the reason for the island currently being unpopulated?
