Returned to draft[edit]

I've returned this to draft space, partly because the submission to AFC was made by a sockpuppet of a blocked editor and with no indication that the article author was ready to submit, but mostly because it is not ready for mainspace. It is largely uncited and full of weasel words. I have a strong suspicion that the author has an association with the subject. He/she should note that such conflicts of interest should be declared.
