Does the task force mandate cover communist armed groups other than the NPA?[edit]

Currently it is unclear whether the mandate of the NTF-ELCAC is limited to concerns arising from the New People's Army rebellion alone, or whether it is also concerned with concerns arising from other armed communist groups such as the MLPP-RHB.
