This sentence is confusing: "An over-emphasis on technology and data limits the capacity to fully generate meaningful intelligence"

What is this referring to? Is it generally accepted that Location Intelligence is limited due to an over-emphasis on technology? Or, is this someone's opinion? -mc

Proposed Edit to Confusing Sentence

Would the sentence make more sense if it was worded as such: "These mapping applications can transform large amounts of data into color-coded visual representations that make it easy to see trends and generate meaningful intelligence."
