Not really sure why this needs a discussion. In other countries, the Legislative Assistant would be called something else, or the staffer role would combine several of the roles in a congressional office. For example, in the British Parliament, each member has a researcher in his Westminster office, an assistant in his constituency office, and perhaps a number of interns. The Party would also have several subject matter experts working with the members of the party.

Most western democracies have parliaments with much smaller constituencies than would a US congressman. Thus, they have less of a need for more staffers.
