"In 2013, KDOT measured traffic counts in terms of average annual daily traffic (AADT) on K-44 ranging from a high of 729 vehicles in Anthony to a low of 313 vehicles in western Sumner County." Comma between "Anthony" and "to"?
I don't think so. Here's how I judge whether or not a comma is needed in these situations: if a comma would make sense without the prepositional phrases, then I add it. However, in this case without the prepositional phrases it would read "ranging from a high, to a low", which doesn't read right. TCN7JM 00:08, 1 February 2014 (UTC)[reply]
