I don't see any timelines as to when any of the plans were drawn up or submitted. These might be helpful. When were they first called for, and when were the ultimately cancelled.
It was all done in 1916, though I don't know when exactly each design was completed.
Were there ever any projections on how many of the ships might be constructed?
None that I've been able to find, unfortunately.
The measurements are good, but there isn't much discussion about what and how the design was supposed to be improved over the Cöln class. Looks like the complement of 15-in guns was supposed to be reduced, and torpedo tubes to be added. It also looks like the crew complement was to be significantly reduced. Did they have a different utilization in mind for the cruisers, or were there design problems that they sought to overcome?
Essentially, they were intended to emphasize scouting rather than engaging enemy cruisers, hence the much higher speed
Excepting that, some comparison might be helpful, or at least some explanation as to why the size of the ships were so drastically increased during the design process.
In a nutshell, the size increased as the armament increased. Guns and all the necessary equipment weigh quite a bit, and increases there mean higher displacements, which require either improved propulsion systems or longer, finer hulls to reach the same speed. Of course, a longer hull displaces more than a shorter one, so there's something of a vicious circle going on as the designers tried to find the right balance between size, power, and speed.

Also, the lead says the design was cancelled because the end of the war, while the body of the article says it was because the German Navy changed its shipbuilding strategy.
