as the 12th Attorney General of West Virginia — my understanding of MOS:JOBTITLE says that 'Attorney General' should be lowercased

in which Rucker shot and seriously injured Beirne v. Rucker allegedly fired the first shot, breaking Beirne's wrist (emphasis mine) — is it a fact, or just a claim that he shot.
