Oppose. Parenthetical qualifiers are appended solely to disambiguate from other Wikipedia main title headers with the same content. This is the only Wikipedia main header bearing this specific name. Roman Spinner(talk • contribs) 22:39, 12 November 2018 (UTC)[reply]
Support and even if the politician hadn't been created @Roman Spinner: sorry but with all respect you are wrong, as in incorrect; since "main title headers" is not and has never been a criteria in WP:TITLE or WP:DISAMBIGUATION or any related guideline page. Incidentally since Bhutanese names are often family-name-less there are about a dozen Dechen Wangmos in GBooks and GNews, so Dechen Wangmo (disambiguation) will probably need checking for DABMENTION additions. Such as the (singer). In ictu oculi (talk) 09:02, 20 November 2018 (UTC)[reply]
Support. I have stricken my "oppose" vote from November 12. Although submitting a nomination at RM a few days before creating the article that is key to the nomination is somewhat akin to putting the wiki-cart before the wiki-horse, now that the government official's article exists, the stub delineating the Tibetan Buddhist is an unlikely claimant for consideration as the WP:PRIMARYTOPIC [perhaps the nominator intended for the health minister's article to be created as the primary topic in the aftermath of the expected move of Dechen Wangmo to Dechen Wangmo (Tibetan Buddhist)]. If there is consensus for the above move, the newly-created dab page Dechen Wangmo (disambiguation) would need to be moved to Dechen Wangmo. A tentative comparison may be drawn between this RM and the one at David Zimmer#Requested move 19 May 2015 in which the proposal to nullify a local-level political figure's designation as the primary topic was rejected. His article remains the sole Wikipedia entry bearing the main title header David Zimmer while the David Zimmer (disambiguation) page lists WP:DABMENTIONs of two minor David Zimmers.
