Op. Sadbhavana[edit]

The loud proclamation of the army’s efficiency over the civil-administration was considered problematic. The military’s endeavors to win over border communities through Sadhbhavna were appreciated to the extent that they did not interfere with or deprecate the civil administration’s efforts in the region. For instance, the primary school in village Dartsigs established by the civil-administration a decade before was claimed to be taken over by the military to run their Sadhbhavna school, although the army claimed that they had actually built the structure. According to a district officer, in addition to changing the syllabi and making English the medium of education, the army painted the building olive-green. Some civil officials saw this as an act of demarcating territories. As one civil official remarked, “those buildings are no longer accessible to us. Sometimes, even we are denied entry.”
