the 1934 treaty of relations between cuba and the united states itself refers to a prior (1903) treaty of relations between cuba and the united states, so this title "TREATY OF RELATIONS" is not a good choice for a name, since the purpose of a name is to distinguish an object from the other objects with which it may be confused.
