There is a sentence at the bottom of this that states: "In the 2015 federal election, all three political parties (NDP, Conservative, Liberal) promised to carry on the Conservatives' promise in 2015[4] to reduce the tax rate to 9% by 2019. However, in the 2016 budget, the Liberals broke their promise and instead held the rate at 10.5%."

When I investigate the link, it takes me to the LEGISinfo of the bill, which clearly shows the NDP and Liberals voting against it. I see no promise by the Liberals to reduce. I see one sentence in an 88 page document that states: "As we reduce the small business tax rate to 9 percent from 11 percent, we will ensure that Canadian Controlled Private Corporation (CCPC) status is not used to reduce personal income tax obligations for high-income earners rather than supporting small businesses."

Given the current budget at the time had a time-table to reduce the rate, it would see more as building on what is existing and certain not an "election promise". In fact, the current debate they are having is around the very thing they indicate in the platform, ensuring wealthy people do not use Small Business tax breaks to reduce personal income tax.

I also see VERY un-neutral language, which I intend to correct at the very least but I will be re-wording some of this as it almost appears written by the Opposition. Side note: investigating the user that made the change I have found more examples of hyper-partisanship.
