Untitled[edit]

I placed the POV tag when creating the article because it is pasted from a US government website. Because this comes from a US govt source it may not be neutral, but I don't have the expertise to judge. The article is imbalanced as it only presents the viewpoint of one of the parties in this bilateral relationship. To become more balanced the viewpoint of the other could be added.Gallador (talk) 12:29, 28 November 2008 (UTC)[reply]
